What Arrives in Your VERA Offer Package
When USPS extends a Voluntary Early Retirement Authority offer, the notification package arrives by First-Class Mail to the home address on file in LiteBlue. It doesn't come through your supervisor or union steward — it's mailed directly.
The package typically includes:
- A personalized VERA election offer letter identifying you by name, craft, and installation
- An individualized annuity estimate prepared by HRSSC Greensboro
- Instructions for accessing the LiteBlue eRetire portal for detailed retirement counseling
- A summary of VSIP incentive terms, if a cash incentive is part of the offer
- The irrevocable election deadline and effective separation date
If you're expecting an offer and it doesn't arrive, the most common reason is an outdated home address in LiteBlue. Update it immediately through PostalEASE or MyHR — HRSSC will not chase you down.
When OWBPA's 45-Day Review Rule Applies
The Older Workers Benefit Protection Act's 45-day rule applies when an employer asks an employee age 40 or older to waive age-discrimination claims as part of an exit incentive or termination program offered to a group or class. In that case, the employee must be given at least 45 days to consider the waiver, and the agreement must provide a 7-day revocation period after signing. The 45 days are for considering the waiver; they are not automatically a VERA election deadline. (29 U.S.C. § 626(f)(1)(F)–(G).)
During these 45 days, you can:
- Request and attend HRSSC group telephonic retirement counseling (sessions are capped at 10 participants and cover annuity calculations, health insurance, FEGLI, and tax withholdings)
- Access your eRetire annuity estimate through LiteBlue
- Consult privately with a financial advisor, tax professional, or attorney
- Compare the early-out annuity against waiting for regular optional retirement
If your offer includes an ADEA waiver subject to the OWBPA group-program rule, you must receive the required consideration period. That does not automatically change the VERA election deadline in your offer. If a supervisor or manager implies you must waive claims sooner, document it and contact your union steward or an attorney.
When the 7-Day Revocation Right Applies
If you sign an agreement waiving ADEA claims that is subject to OWBPA, you may revoke that agreement for at least 7 days after signing. This does not automatically give every VERA applicant an extra 7 days to withdraw a retirement election. Follow the waiver's instructions and the separate VERA election deadline in your offer.
When an applicable OWBPA revocation period ends, the age-claim waiver becomes effective. The separate VERA election may become irrevocable under the deadline and withdrawal terms in the offer or applicable MOU.
In the 2025 VERA round, HRSSC could not schedule counseling sessions for all employees before the election deadline. The joint union-management MOU added an extended withdrawal provision: employees who requested counseling but couldn't get a session were allowed to revoke their applications in writing through April 18, 2025 — well beyond the initial election deadline.

Three Dates to Track
Track the VERA dates in your offer and any separate OWBPA waiver:
- Irrevocable election deadline — the last day HRSSC will accept a signed application (March 7, 2025, in the most recent round)
- Separation date — your official last day on the USPS payroll (April 30, 2025, in the most recent round)
- 7-day revocation window — if the offer includes an OWBPA-covered waiver, its revocation period runs from the day you sign that waiver
Missing the election deadline means the offer expires. There is no late-acceptance process. Missing the separation date is not possible once you've accepted — it's set by the VERA authorization, not by individual negotiation.
