USPS VERA Deadline and Separation Date: How the Timeline Actually Works
The tightest pressure in a USPS VERA offer isn't the pension math — it's the clock. Once the offer letter arrives at your home address, you have a fixed number of days to decide, and after the irrevocable election date, there is no undo. Understanding exactly how the timeline unfolds is the difference between making a deliberate decision and being rushed into one.
From Offer Letter to Election Deadline
USPS dispatches VERA offer packages via First-Class Mail to the home address on file in LiteBlue. The package includes your personalized offer letter, an individualized annuity estimate from the Human Resources Shared Service Center (HRSSC), and instructions for retirement counseling.
The decision window typically spans 30 to 45 calendar days from the date the offers are distributed. During the 2025 VERA round, offers went out the week of February 3 and the irrevocable election deadline was March 7 — roughly 32 days.
When a group early-retirement agreement asks you to waive age-discrimination claims, the Older Workers Benefit Protection Act (OWBPA) requires at least 45 days to consider the waiver and seven days after signing to revoke that waiver. These are waiver periods, not a universal VERA election deadline; follow the dates and revocation terms in your offer and MOU.
The Irrevocable Election Date
This is the hard line. Under the VERA and MOU terms, once you submit your VERA application to HRSSC and the irrevocable election date passes, your decision is legally binding. The only exceptions are extraordinary circumstances approved jointly by USPS national leadership and your bargaining unit — those are rare.
If you submitted an application but want to decline, your written revocation must reach HRSSC before the close of business on the irrevocable election date. After that, you're committed.
One important safeguard: if you requested retirement counseling but HRSSC couldn't schedule a session before the election deadline (this happened to many employees during the 2025 round, when approximately 10,500 people accepted), joint union-management MOU provisions allowed written withdrawal up to close of business on April 18, 2025 — 12 days before the separation date.
From Election to Separation Date
The effective separation date is your last day on the USPS payroll. In the 2025 round, this was April 30. Between your election and separation, you complete local facility clearance — surrendering badges, keys, government property, and electronic access cards.
Two critical forms to execute during this period:
- SF 3107 (FERS) or SF 2801 (CSRS): Your retirement application, submitted to HRSSC Retirement Processing at PO Box 970520, Greensboro, NC.
- PS Form 3077 (Request to Forward Salary Check): Submit this to your local supervisor so your VSIP incentive check gets forwarded to your home address instead of sitting at your old work location.

What Happens After Separation
Your facility issues a PS Form 50 recording your separation under Nature of Action Code 703 (Voluntary Early Retirement). HRSSC then audits your personnel folder, builds your Certified Summary of Federal Service, and transmits everything to OPM's Retirement Operations Center in Boyers, Pennsylvania. That handoff typically takes 30 to 45 days after your separation date.
OPM interim annuity payments start roughly six to eight weeks post-separation, covering 60% to 80% of your estimated annuity while full adjudication proceeds — usually 60 to 90 days from when OPM receives your file.
