Why HRSSC Controls Your Retirement Timeline

The USPS Human Resources Shared Service Center in Greensboro, North Carolina, is the central retirement-processing unit for USPS. Your local facility handles offboarding and issues your separation SF-50; HRSSC audits your service record, verifies your creditable time, generates your Certified Summary of Federal Service, and transmits the package to OPM in Boyers, Pennsylvania.

For a VERA, HRSSC handles key steps from the initial annuity estimate in your offer package to the final data transmission that starts OPM's adjudication clock. If there's a discrepancy in your records, HRSSC is where it gets caught — and where fixing it takes time.

Your eOPF Is the Source of Truth

Your electronic Official Personnel Folder holds every SF-50 (Notification of Personnel Action) from your entire federal career. Each SF-50 records a specific event: your initial appointment, promotions, reassignments, pay adjustments, LWOP periods, breaks in service, and eventually your separation under NOAC 703 (Voluntary Early Retirement).

Before accepting a VERA, pull up your eOPF through LiteBlue and audit three critical fields across your history of SF-50s:

Service Computation Date (SCD) — Retirement. This is the date that determines your total creditable service. It appears on your most recent SF-50. If you have uncredited time — a pre-1989 temporary appointment, military service where you haven't made a deposit, or a break in service that wasn't properly bridged — your SCD may be wrong. A wrong SCD means a wrong annuity calculation.

Retirement Plan Code. This tells HRSSC whether you're under FERS, CSRS, or CSRS Offset. It should be consistent across all your SF-50s after your conversion date (if applicable). An incorrect code can route your case to the wrong calculation formula.

Appointment Type and Tenure. A career-conditional appointment is not automatically disqualifying. VERA eligibility depends on your retirement coverage, age and service, and whether your position is covered by the OPM authorization and USPS VERA plan. Check the offer and HRSSC rather than treating tenure group alone as the eligibility test.

What to Do When Records Don't Match

The most common problems:

  • Missing military service credit. Under FERS, post-1956 military service generally requires a deposit to count toward VERA eligibility or annuity computation. Use SF 3108; the deposit is generally 3% of military basic pay plus interest. CSRS deposit rules and rates differ, and military retired pay can affect whether service is creditable. Ask HRSSC to confirm the rule and amount for your plan; if you need the service to meet VERA eligibility, resolve it before separation.

  • Uncredited non-career time. Certain temporary or intermittent civilian service, including some pre-1989 service, may be creditable if you make a deposit. Use SF 3108 for FERS or SF 2803 for CSRS, and ask HRSSC whether a deposit is required and how it affects eligibility. Service needed to meet VERA eligibility must be creditable by the separation date.

  • Breaks in service not reflected in SCD. If you left federal service and came back, your SCD should account for the gap. Pull every SF-50 around the break and verify the SCD adjustment matches the actual break length.

Don't wait until the VERA decision window to discover these issues. Making a military deposit or correcting an SCD error takes weeks to months. If you're in a facility that's been flagged for potential VERA offers, audit your eOPF now.

The SF-50 You'll Get After Separation

After your last day, the local facility issues an SF-50 coded under NOAC 703 — Voluntary Early Retirement. This document is the formal record of your separation. HRSSC uses it, along with your full personnel history, to construct the certified summary that goes to OPM.

If there is an error in your separation SF-50 or related personnel/pay records — such as a wrong SCD, retirement plan code, or pay history affecting your high-three — it delays everything downstream. HRSSC has to send a corrected record to OPM, which restarts portions of the adjudication process.
