OPM Death Claim Processing Time: How Long Survivor Benefits Take
Current OPM Processing Times
OPM publishes processing metrics quarterly, and the numbers tell two very different stories depending on what you're claiming.
As of the September 2026 reporting period, monthly survivor annuity claims average 35 days from the time OPM receives a complete application package from the employing agency. That's faster than most survivors expect — but "complete application package" is doing a lot of heavy lifting in that sentence.
Lump-sum survivor claims — paid when no monthly annuity is due, typically because the employee had fewer than 10 years of creditable service — average 129 days. That's over four months. The gap exists because lump-sum claims require OPM to verify the statutory order of precedence, confirm no competing claimants exist, and complete a final audit of the employee's service record.
For comparison, standard retirement claims (not death-related) average 66 days, with interim payments starting within about 6 days of receipt.
Why the Agency Handoff Is the Real Bottleneck
OPM's clock starts when the agency transmits the complete package. But the agency's clock starts when you submit your paperwork to the HR office. Between those two events sits the most frustrating delay in the entire process.
The employing agency has to certify the employee's service history on SF 3100 for FERS or SF 2806 for CSRS, verify payroll records, attach the death certificate, and compile the corresponding SF 3104 or SF 2800 package. OPM's reported processing time begins after it receives a complete package from the agency, so this handoff adds time before OPM can process the claim.
You can't skip this step. OPM requires the agency's certification before it will open a claim. But you can shorten it by submitting the appropriate FERS or CSRS application to the agency HR office promptly, along with your certified death certificate.
Interim Payments
OPM authorizes interim survivor annuity payments while the final computation is in progress. These interim checks are roughly 70–80% of the estimated final annuity amount. Once OPM acknowledges receipt of the claim and confirms basic eligibility, its interim-annuity processing benchmark is 7 to 14 days.
The interim payment isn't automatic. If your claim sits at the agency for two months before transmission, your interim payments are delayed by those two months.

Common Causes of Delays
Incomplete death-benefit application. Missing death certificate, missing marriage certificate, unsigned claimant section. OPM sends a development letter requesting the missing item and pauses adjudication until it arrives. Each round trip adds time.
Competing claimants. If a former spouse has a Court Order Acceptable for Processing (COAP) on file, OPM must adjudicate both claims before paying either one. This adds complexity and time.
Service record discrepancies. If the employee transferred between agencies, had military service credit, or had breaks in service, the agency may need to reconstruct the service history from multiple sources.
Death occurring outside the U.S. Additional documentation requirements for overseas deaths, including authentication of foreign death certificates and sometimes consular reports of death.
How to Track Your Claim
Once OPM receives your package, they assign a CSF (Civil Service Final) claim number. To ask about a pending claim, use that number when contacting OPM:

The CSF claim number is different from the employee's retirement claim number. Make sure you reference the correct number in all correspondence.
The FEGLI Track Is Faster
If the wait for OPM is creating financial pressure, remember that FEGLI life insurance runs on a completely separate track.
