USPS VERA vs Deferred Resignation: Which Option Protects Your Pension
Two Ways to Leave Before Regular Retirement Age
Postal employees who want to leave before reaching standard optional retirement eligibility have two paths — and they produce very different outcomes for your pension and benefits.
A VERA (Voluntary Early Retirement Authority) gives you an immediate annuity starting roughly 6–8 weeks after separation, once OPM begins interim payments. You can keep PSHB health coverage if you meet the five-year rule or have an applicable VERA waiver, and FEGLI if you meet its five-year/all-opportunity rule. If a VSIP cash incentive is attached, you receive that too.
A deferred resignation means you resign without meeting optional retirement requirements and without a VERA. Your pension isn't lost — if you have at least five years of creditable civilian service, you're vested — but annuity payments don't start until you reach the deferred retirement age. For FERS employees, a deferred annuity can start at MRA (55–57 depending on birth year) with 10 years (reduced if started before age 62), at age 60 with 20 years (unreduced), or at age 62 with five years; with 30 years, it can start at MRA without age reduction.
The Income Gap Is the Core Difference
Under a VERA, your annuity check starts within a few months of your last day at work. You bridge to MRA with that annuity, and the FERS Supplement kicks in once you reach MRA (if you separated before it).
Under a deferred resignation, there is no annuity until you reach the applicable age-and-service threshold. If you resign at age 48 with 22 years of FERS service, you can start a reduced annuity at MRA or wait until age 60 for an unreduced annuity — not age 62. You can't collect the FERS Supplement under a deferred retirement.
That gap is the reason VERA offers exist. They let employees leave early while preserving the immediate income stream that a voluntary resignation forfeits.
Health Insurance and FEGLI
A VERA retirement can keep your PSHB coverage active with the government premium subsidy if you meet the five-year rule or have an applicable waiver. After a deferred resignation, health coverage ends on the last day of the pay period in which you separate, followed by a 31-day no-cost extension. You may elect Temporary Continuation of Coverage (TCC) for up to 18 months; premiums begin after the extension and include the full premium plus a 2% administrative charge.
When your deferred annuity eventually starts, it does not restore FEHB/PSHB or life insurance eligibility; OPM says deferred annuitants cannot reenroll in those benefits. You may be uninsured or paying full freight after TCC ends.
FEGLI follows the same pattern. A VERA retirement may let you continue life insurance if you meet the five-year/all-opportunity test. A deferred resignation ends FEGLI at separation, with a 31-day conversion privilege.

When a Deferred Resignation Makes Sense
The math occasionally favors resignation over a VERA:
- You have a specific private-sector job lined up that pays significantly more than your postal wages, includes employer health coverage, and you don't need the federal annuity for another decade. You'll collect the deferred pension as a supplement to private retirement savings.
- You don't meet VERA eligibility — you're under 50 with fewer than 25 years, or your craft isn't included in the VERA offer. Resignation with a deferred annuity is your only early-departure option.
- You plan to return to federal service. A deferred resignation doesn't carry a VSIP repayment obligation, since there's no incentive to repay. If you're likely to come back to USPS or another agency within five years, avoiding VSIP avoids the repayment trap.
For most postal employees with 20-plus years of service who are being offered a VERA, the immediate annuity, health coverage continuation, and possible VSIP incentive make the early-out offer the stronger option. The deferred resignation is a fallback, not an upgrade.
